First of all, I am glad to hear that you made it through the Hurricane. We prayed specifically for you all (Texans) at Evening Prayer last evening. (I led the service as Lay Reader since our Rector is on vacation).
Second, the CCP petition to GAFCON (goodness, I am starting to sound like a government spokesperson!!) for recognition as a Province is a good first step.
As PB Riches mentioned last week in his letter to the REC, this is a federation for now in which each jurisdiction will keep its integrity, and independance.
